October 1996 – August 2001 (4 years 11 months) In mid 1990's Estonia started to build-up state information systems registers, databases and infrastructure. As a legal advisor of the central coordination authority I was responsible for legal issues of state information systems. Took part in elaboration process of several legal acts (Estonian Digital Signatures Act, Data rotection Act, Population Register Act etc), created the legal frame of Estonian X-Road (https://www.ria.ee/x-road/) and participated in several working
groups (Estonian ID-card and similar).
